yes, plant with tip just showing. Also, make a hole and plant, rather than pushing the onion set into the soil. It damages the onion's basal plate apparently!!! (I was told this by a very experienced old veg grower)

Woody, I've always planted mine with the tip only just visible above ground and they have been quite successful. I seem to recall that when I first started growing onions I planted the sets with the tip a couple of centimetres below the surface of the soil and I got a few that had thick necks.
